Eleanor Doty-Thibodeau is a 28-year veteran in humane and animal control work. She has been a Washington State Humane Officer, Bellingham and Whatcom County Animal Control Supervisor, a Chief Animal Cruelty Investigator for Skagit and Whatcom County and recognized by the Supreme Court of Washington as an expert in her field. Her career extends to having been the director of Whatcom County and Bellingham Humane Society Shelter where she was responsible for laws submitted to the county for the beginning of identification of dogs, first by tags and then a full licensing campaign including canvasing. As a part of Washington Animal Control Association (WACA), she was instrumental in the forming of a certification school for Animal Control Officers in the State of Washington and prepared the curriculum for its first officers to attend in Des Moines. Her skills in budgeting yearly lead to almost a million dollars in contracts with the city of Bellingham, Lynden, Blaine, Everson, Sumas and Pt. Roberts, along with the unincorporated areas of Whatcom County. Eleanor has worked successfully with Tribal Police and their animal control problems and formed the protocol for animals in the Disaster Program in Whatcom County. She is well known for her clinics given throughout the United States to Humane and Animal Control agencies on Humane Investigation, the Henneke System, Euthanasia, Horse loading for evacuations, Cat and Dog Age Determination, Dealing with Vicious Dogs and Wolf hybrids.
